Municipal Government Act
We will continue to work with Municipal Affairs to ensure that policies associated with MGA amendments (including regulations) and City Charters are monitored, and that municipalities are adhering to the legislative requirements. We will engage Municipal Affairs upon release of draft regulations for Inclusionsary Housing, and continue to press for a timeline on development of the City Charter Fiscal Framework.
Building Codes (including Energy and Safety Codes)
We are focused on addressing building codes, energy labeling, interpretation of codes, and involvement in code development. Immediate priority will be placed on issues and opportunities related to 2015 Code adoption (fall 2018). We will also develop partnerships with government agencies for development of 2020 Step Codes with Municipal Affairs and Environment and Parks.
We will work with Municipal Affairs to raise awareness and utilization of the PACE Program and upgrading of existing houses to improve energy efficiency. Opportunities to create preferred supplier/contractor relationships will be examined, ensuring contractors are qualified to install energy efficient retrofits effectively and according to code.
Land Use Framework
BILD Alberta will advocate for a land use framework that is driven by affordability and growth, as part of our election awareness activities. Priorities will be placed on understanding the impacts of levies on Albertan’s ability to afford a home. The ministry will be encouraged to include industry in consultations for policy review.
Planning is underway with Advanced Education, Labour, Indigenous Relations, Status of Women to develop workforce strategies that attract youth 18-25 to occupations in demand in residential construction.
Labour: Alberta OHS & WCB
BILD Alberta will advocate for an industry-wide approval that will enable compliance with Joint Worksite Health and Safety Committee within the residential construction industry. We are also preparing submission to two WCB consultations including funding models and stakeholder consultation methodologies.
Alberta Disaster Management/Response
Service Alberta has proposed that BILD Alberta be added as an official partner for disaster response. This partnership is being examined as a continuation of creating a preferred supplier list that would ensure Albertans would have access to qualified and reputable suppliers when demands are heavier and suppliers come from all over.
