Municipal Government Act
BILD Alberta continued to advocate for affordability, accountability and transparency to be reflected in changes made to the MGA and City Charters. Recommendations for modifications to the Offsite Levy Regulation and Inclusionary Housing Regulation were priority discussions in all meetings.
Building Codes (including Energy and Safety Codes)
The team was advocating for greater transparency and processes for interpretation of existing codes, updates on fall approval of 2015 codes adoption, and implementation of 2020 Energy Step Codes. We also requested greater involvement as a stakeholder for consultation as well as industry input and communications initiatives to better prepare the industry for code changes. This is being addressed through regular meetings with Municipal Affairs and an upcoming group meeting with all Provincial Code Administrators.
Provincial Transportation Policy
We advocated for Municipal Affairs to work more closely with Alberta Transportation in planning highway interchanges. In addition to identifying impacts of the new levy under the Offsite Levy Regulation, recommendations were submitted to address funding structures, approvals, and staged upgrades of highway interchanges. We are continuing this work in partnership with AUMA and RMA.
Maintained a dialogue with Municipal Affairs to ensure that policy changes are analyzed through the lens of affordability, including offsite levies, building codes, inclusionary housing, and municipal policies whereby Municipal Affairs provides oversight to enabling legislation. This was a key message in all materials and discussions as part of the Day at the Legislature.
Bill 12 New Home Buyer Protection Amendment Act:
Worked with Municipal Affairs and Service Alberta to address technology challenges members experienced while registering for Builder Licensing. BILD Alberta provided clarity on department communications and addressed unique challenges to ensure May 1 deadline was met. This experience set the stage for future collaborations when new legislation, regulations or code are being introduced.
BILD Alberta is advocating for building ‘complete communities’ and providing affordable options in urban and rural centres, and graduated housing to support aging in place. Initiated discussions about home adaptation programs with Seniors and Housing, Community and Social Services, and Service Alberta that would ensure qualified and reputable contractors for home modifications for seniors and people with disabilities.
Climate Leadership Plan
We worked with Municipal Affairs to announce the PACE program and encouraged consumer and industry involvement. We are continuing the conversation to ensure that members will be in the know in terms of accessing this program and will be recognized as credible suppliers for the program.
BILD Alberta is advocating for policy development or integration of BILD Alberta’s constructed stormwater wetland assessment tool as a means to build better constructed wetlands while modifying the compensation framework for existing wetlands. We will continue to press for stakeholder consultation and/or advisory group to examine this priority.
Alberta Occupational Health and Safety Act
We worked with the ministry to promote Bill 30. BILD Alberta partnered with the ACSA to co-host a province-wide industry education/awareness panel event including key department staff/leaders. Working with OHS (and industry) to develop guidelines and seek an approval related to Joint Worksite Health and Safety Committees.
